Required items for skirt, blouse and belt (based on
size 14).
Material can be bought at Wal-Mart.
2 yards Palencia (Spring) Kelly Green #99555
2-1/2 yards Palencia (Spring) Navy #09021
1-1/2 yards Palencia (Spring) White Inter-facing for neck facing Navy bias
tape (double fold)
2” wide belting (to fit you side to side)
¼” soft elastic for sleeves
1” non-roll elastic for skirt
CUTTING INSTRUCTIONS
Use bodice pattern of your choice with square neckline.
Simplicity #8523 may be used but it runs small.

SLEEVES
Cut 2 green sleeves desired length
Cut 2, 3” navy ruffles width of bottom of sleeve.
Finished ruffle will be about 2-1/2” BODICE
Cut 1 Navy front and 1 Navy back for right side (allow extra for center
seam), also cut neck facing the same.
Cut 1 White front and 1 White back for left side (allow extra for center
seam), also cut neck facing the same.
If you like you may line the blouse with a white broadcloth
SKIRT
Cut 2 panels of Navy Cut 2 panels of White (top half of pattern)
Cut 2 panels of Green (bottom half of pattern)
BELT
Cover belting with right half Navy and left half White
Make 2 long ties of Green approximately36” in length.
SEWING INSTRUCTIONS
BODICE
Sew the two fronts and backs together at center seam.
Attach at shoulder seam, white to white and navy to navy.
Press interfacing to neck facing and finish off bottom edge.
Sew on to blouse.
Hem ruffle.
Sew ruffle on bottom of sleeve.
Gather sleeve and sew into blouse.
Sew side seams.
Sew bias tape at seam where ruffle joins sleeve leaving a small area open to
insert elastic.
SKIRT
Sew Navy panels together. - Set aside
Sew White tops together
Sew Green bottoms together
Sew White and Green panels together matching at seam line
Attach the Navy panels to the Green and White panels
And hem with a small hem.
For waistband you need to cut 3-1/2 wide White and Navy material to fit
top of skirt.
Sew on to top of skirt, white to white and navy to navy.
Press under top of band and sew in ditch.
Leaving a small area to insert elastic
BELT
Make tube of Navy to fit belting.
Make a rolled hem on each side of green ties.
Sew one end together and turn to make point.
Pleat each side at other end to fit belting and stitch.
THREAD
I changed threads as I stitched the different colors, which was the most
time consuming.
MEN’S
The Men will wear Navy pants, White shirt and a tie that is
half green and half blue.
I made one pattern by taking an 8 panel skirt pattern and sewed two
together, making a 4 panel skirt.
I made a second pattern and cut it in half adding 5/8 inch on both sides of
where the cut was, so when it was sewed together they would be the same
length.
If you don’t have the Florida National Convention sleeve pattern any
puffy sleeve pattern will do.
